Profile

Evidence, institutional trust and evaluation

Research and applied work across academia, public institutions, European programmes, civil society and independent evaluation.

Current work

A career built around the quality of evidence

I am the founder of RATE AI LTD Ireland, Associate Professor and PhD Supervisor at Babeș-Bolyai University, and Director of the Public Administration Research Center.

My academic and applied work has consistently focused on how evidence is produced, interpreted and used inside institutions. Program evaluation, social impact assessment and institutional decision-making formed the early core of that work.

Over time, these questions expanded into evaluation capacity, digital transformation, technology in governance and complex research and implementation environments. At Babeș-Bolyai University, I have combined teaching, doctoral supervision, research-center leadership and programme development.

RATE AI brings these lines together in consequential artificial intelligence, with an emphasis on credible evidence, explicit criteria, institutional trust and decision usefulness.

Academic foundation

Institutions, society, methods and data

My academic formation combines Public Administration and Sociology. I completed a doctorate in Sociology at Babeș-Bolyai University with a thesis on methods used in program evaluation and social impact assessment.

This dual foundation shaped a way of working that moves between institutional design and social consequence, quantitative evidence and qualitative interpretation, research quality and practical decision-making.

Academic leadership has included the Project Management and Program Evaluation master’s programme and the former Science, Technology and Innovation in Public Governance master’s programme, connecting evaluation practice with institutional change and technology.
