Trajectory

A continuous line of evidence, evaluation and risk intelligence

From the present back to the methodological foundations.

2026

RATE AI

Rigorous research and evaluation now inform the assessment of consequential AI systems.

RATE AI develops evidence infrastructure, rating methodology and human verification for environments where system complexity, opacity and institutional consequence converge.

2023

European technology and research

Technology, human-centred innovation and research translation become a larger part of the work.

Horizon Europe work through STARHAUS connected research leadership, technology, communication and institutional coordination within a large European innovation ecosystem.

2019

Technology, access and institutional consequence

Applied projects linked technology with public-service accessibility, resilience and institutional outcomes.

Work on technology-supported access to justice and policy design expanded the evaluation perspective into digital public services and technology-mediated institutional capacity.

2015

Impact evaluation and strategic planning

Evidence moved directly into government programmes and municipal strategy.

Counterfactual impact assessment of the Regional Operational Programme and the Quality of Life evaluation for Cluj-Napoca connected methodological evaluation with strategic public decision-making.

2013

Evaluation becomes institutional capacity

Research, teaching and programme leadership brought methodology into organisational practice.

Research-center leadership and programmes in Project Management and Program Evaluation and Science, Technology and Innovation in Public Governance extended the work into institution building, interdisciplinary education and digital transformation.

2011

Evidence enters the decision process

Evaluation becomes a question of trust, governance and institutional choice.

Work on evaluation in decision-making, counterfactual evaluation and evaluation capacity shifted attention from producing evidence to understanding how institutions use it.

2006

Social impact becomes the method

Doctoral research turned evaluation into a long-term methodological specialization.

Research examined social impact assessment, evaluation culture, monitoring indicators and public administration reform, with an emphasis on observable consequences and evidence quality.

2002

Institutions and society

Public administration and sociology created the first bridge between institutional design and social consequence.

The early years combined public administration, management, sociology, research methods and statistics. Evaluation quickly became the point where these disciplines met.
